The Today Show  had money saving tips for buying and selling discounted gift cards. The site they mentioned was one that I have used before called  Plastic Jungle.

You can buy gift cards at a discount from face value and sell your unused gift cards through  Plastic Jungle. If you are thinking ahead to the holidays, you can stretch your dollars with discounted gift cards and by selling your unwanted gift cards to raise some Christmas cash.

You can buy a gift card for up to 30% off. You can use it to shop for less at your favorite retailers and restaurants. You can even give these discount gift cards as gifts. The recipient gets a gift card at full value and you pay up to 30% less! You get free shipping when you buy discount gift cards at Plastic Jungle.

You can sell your unwanted gift cards and get cash for them. Plastic Jungle will pay you up to 92%  of the value. You can list your cards for sale at Plastic Jungle or you can cash in your cards with a minimum balance of $25. You can also exchange your unwanted gift cards for Amazon.com gift cards or you can donate them to your favorite nonprofit organization.

Featured merchants include Best Buy, Home Depot, Kmart, Kohl’s, Land’s End, Lowe’s, Macy’s and Sears.

Here is a site where you can buy restaurant gift certificates at a discount, called Restaurant.com. Check their website to see the participating restaurants in your area. I have found some great neighborhood restaurants by searching on Restaurant.com. These are also great to purchase if you are traveling to another city, again just search by location or zip code to see what is available.
